Construction department (DoC)
of Ministry of Education of Afghanistan
(MoE) was the overall responsible unit
in the government to supervise the
school construction in the country
before the war. The Department’s
responsibility also included needs
assessment of schools for school
building, planning, provision of proper
design, estimations, implementation of
actual construction work, monitoring and
evaluation of school construction in the
whole country.
DoC/MoE was also
responsible for provision of other
building related accessories like;
latrine, drinking water, boundary walls
and schoolyard.
Afghanistan’s continuing
war and governmental services affected
the DoC/MoE with lack of technical staff
and the ones remained or hired at later
stage were either without technical
education or lacking experiences in the
field of construction.
DAARTT together with DoC/MoE
management designed workshops to provide
the basic technical knowledge to DoC
staff who did not have sufficient
technical training and refreshing
sessions for those who had technical
trainings before, but have been
disconnected from construction related
activities for decades because of war.
The new role of DoC in
MoE is to be a more technical and
monitoring service provider to
contractors of school construction, thus
workshops were designed to give more
work related skills to the participants.
In total 17928
person/hour trainings including issues
as; construction material, cost
estimation, report writing and technical
monitoring has been delivered to DoC
staff by DAARTT.
